Ultra Low Power State (ULPS) causes some major issues. Multiple laptops and graphics cards all suffer from stuck on boot, black screens, system stuck and BSOD's from such an irrelevent tiny feature no one asked for. I can't even comprehend why ULPS is still a thing, should've been removed 8 years ago when it was a pain in the ass and it now still is.
If you want to disable it, the easiest way to do this is hit windows search, type in Registry, click on Registry Editor. Press CTRL + F and search EnableUlps. Let it search and set the EnableUlps value from "1" to "0". Don't touch anything else (EnableUlpsNA shouldn't be changed)
En mi caso al apagarse el monitor era imposible volver a Windows sin reiniciar.
